To begin a support incident, visit Microsoft Support and enter “Windows Phone Developer Tools” in the Product Finder box on the page, and then follow the remaining prompts.

For a phone incident, developers can call (800) 936-4900 6 a.m. to 6 p.m. Pacific Time, Monday through Friday, to open an incident for callback from a Microsoft engineer.
